The focus of this assignment is an article on US social policy, “Even Critics of Safety Net Increasingly Depend on It,”published by Binyamin Appelbaum and Robert Gebeloff in The New York Times, February 11, 2012 (available Oncourse). Please, take time to read the article and reflect on the issues discussed by the authorson the subject of US social welfare policy prior to completing this assignment. Your “think piece”essay should consist of two parts.

First, summarize the main issues addressed by the authors with particular reference to the following: 1) the various types of benefit programs received by Americans; 2) the different types of people currently receiving these programs; 3) current and future trends in government spending on social programs with particular reference to Medicare; 4) the prevailing public opinion on the growth of these programs.

Second, based on this article and class discussion on US social welfare policy, answer the following three policy questions: 1) what lessons did you learn from this article about factors that contribute to government spending on social policy?; 2) who is responsible for the growth of government spending in the United States?; 3) Offer your recommendations on how to resolve the dilemma discussed by the authors.
