Scenario Description

   The city of Miami, as do many other large cities, has had a problem with increasing numbers of stray dogs and cats. Every year the city's Animal Services Department provides refuge for approximately 30,000 unwanted dogs and cats. In order to lower these number the city has taken many steps including promoting a strong pet adoption program. Now the city of Miami is looking to pass a new local law limiting the number of pets a household can have. By doing this, they hope to limit breeding and in return lowering the amount of pets on the street. Before considering this law, many city council members want to collect data and build strong evidence to support it. Many questions come to mind when constructing such a law. What is the mean of cats and dogs in the area? Should we limit the amount of cats or the amount of dogs? We would also need to evaluate the amount of cats and dogs currently on the street and which species is breeding more rapidly. Another important question is how many households already own multiple pets. If this law was passed, how many households would actually be violating this law. To answer this we should take sample sizes and evaluate them. By coming up with different scenario, samples, and evidence we should be able to build a strong case in order to either support such a law or not to.
