Letter to dean for dual focus in my degree, writing homework help

I need a two page letter state the need to add on an additional focus to my PHD program. currently now I am pursuing a PHD in business administration with a focus in financial management and I want to add the focus of managment of Information systems. the letter must show the need to have both focuses due to my future job role.

my future job role is the CIO of a international logistics and I will handle a department that is heavily technical and I also deal with budgets and financials  

due the last few my GPA slipped and went down due to surgery from a military disability  and I was on academic probation; but the last three courses I have received A's and my GPA is above a 3.0.
