Without the right to strike, what other options are available to law enforcement agencies with regard to forcing the city or county administration to bargain in good-faith? In your opinion, is there any difference in what law enforcement unions and associations face, and what you see with a non-union employer? What do you see happening if employees were to strike at Wal-Mart?  What are your thoughts on why cities, counties, and states have avoided engaging in binding arbitration?
