Cooperation in Building Safer Communities WEEK 5 DISCUSSION 1
Briefly describe the four steps towards developing safer communities that police labor and management can take together. Identify and describe two or three difficulties that can be anticipated during implementation of this four-step process. How would you suggest enacting this process in a fiscally restrictive environment?

According to Robert Peel “The police are the public and the public are the police” (Braden, 1992). Just s we have to follow the laws et forth by our constitution, so does the police.
Communities to be able to build safer living conditions, there are some steps that the police department should enforce to the community so as the process to be effective. One is that the police should prevent any misconduct within its department. This will make sure that there is good interaction between the communities as they try to copy the department (Palloff, Pratt, and Palloff, 2007)
The police department should maintain community trust and confidence; this will be maintained through making sure that between the communities and the police officers there is no fear but everyone is open to each other but to some limit so as to prevent going beyond the law. Police officials should create and maintain an ethical work environment to the community. The last step is to make development and to sustain trust between the organization and the community that they serve. Despite the process being good there are some difficulties faced in the process.
When there is inadequate of trust to the one party, when one party lacks trust there is emergency of community being unsafe. Also when there is enmity between the parties, community should create friendship with the police so as to make the process effective. Another difficult is when the police officers take over law to the community. This will make the community people to create a sense of fear to the police therefore they will not be able to be trust worth to them making them not to give out the information or anything affecting them in the society. The policy should be enacted by following the constitution of the country as fiscally environment suggests to be done with. It’s my recommendation to follow steps so as to make the process effective (Wolf, 2007).
Law Enforcement should not allow political leaders and the public to develop unrealistic expectations for policing in terms of crime deterrence or speed of implementation. Time and patience is needed if we are to achieve our goals. Everyone from the chief executive on down, needs to stress that the important of community policing depends on “collaborative leadership we can work together to find solutions to the problems that plague the officers, the department and the safety of the people we swore on oath to serve” (DeLord, Burpo, Shannon, Spearing, 2008, p.286).
