When we examine efforts to control our borders, we can clearly see that a cooperative approach is necessary. Every level of government's law enforcement is faced with the issue, from the federal government to local police. This is evidenced by some of the strategies employed by state and local agencies undertaken due to holes in border protection. Perhaps some of these efforts are paying off, but we can also see that economic changes have an impact, as well.
