Measuring performance needs to occur on a regular basis to ensure the standards are being met with the current process, procedures, equipment and manpower. Often companies want to decrease or increase something (such as reducing the time it takes to fill an open requisition, or increasing candidate quality). A baseline needs to be established from which to go up or down from to get to the goal.  The direction in which the measurement is trending (based on the comparison in measuring the actual performance compared to the new standard) is the avenue in which management can see if the changes still need to be made to get the operations to the goal. The gap the measurement will identify the need that more changes to the need to be made.
