This second part of the assignment is a little bit more complicated. Imagine you are working on the staff of a congresswoman who has asked you to prepare a brief document discussing the various issues regarding the above question. You are required to create a memo for your boss that does the following three things

 

- Discuss why the requirement might have positive effects. You might wish to take a look at the U.S. Department of Energy webpage on ethanol to get some sense of the positive features.

- Explain the downside of this policy requirement -- namely that it might be a wealth-destroying policy decision.

- Make a tentative recommendation whether to support the policy. (This should be kept brief but gives the assignment a bit of useful context.)
