how is a teacher supposed to address a student who has memory problems?

So how is a teacher supposed to address a student who has memory problems? Especially memory problems that are not a result of simply not paying attention in class. Are we as educators supposed to place them in the classes with students that have special needs so that they can go over the material at a slower pace? Or should we try to come up with a specialized plan for each case? If there was no disability found, what kind of plan would you try to implement in your class to help a student like this?
