Scenario -- the government has decided to change its policy on AIDS/ HIV care. They will be investing millions of dollars in education, treatment, and possible cure. The policy goes into effect Oct 1 2016 and also mandates that insurance companies provide the medications for free . Some members of congress are upset because that money was supposed to go to senior care including helping with the care of dementia patients.
