The Commonwealth Parliament passes a law

The Commonwealth Parliament passes a law stating that all new homes built in Australia must have deadlocks on all windows. Section 51 of the Commonwealth Constitution does not mention building or construction laws or regulations. Jannings Ltd are a large building company, operating in all Australian States. Jannings are prosecuted under this new Commonwealth law for failing to have deadlocks on the windows of new houses they build. Advise Jannings.
