what does the APA ethics code require to accomplish the expertise

A client with whom a therapist has been giving individual counseling, decides they want couples counseling with their spouse, but it is not a service they provide or have had courses or additional training in. What should be done ethically? What are the possible problems should the therapist decline, and how might the situation involve an ethical violation? What if it is an emergency, or what if it is not an emergency? If the therapist decides to develop competence as a couples therapist but does not currently have this area of expertise, what does the APA ethics code require to accomplish the expertise?
