One of the key pieces of legislation affecting HR is Fair Labor Standards Act (1938) which governs among other things pay and hours worked. FLSA also outlines who is covered and who is exempt. Failure to comply with laws results in fines and back pay. Owners and stock holders are affected when costs get out of control.
