Critical Action Items:
- Develops and monitors programs for budget, licensing and program standards.
- Develops and achieves sustainability for current programs.
- Assures that all programs maintain a high quality of service for clients, community and agency.
- Ensures the accountability of staff for program services, outcomes, standards.
- Verifies that all contracts are in compliance.
Measurable Deliverables:
- Program outcomes are tracked and achieved for the entire unit.
- All programs, at all times, are in compliance with contract, budget and licensing guidelines.
- Program and agency reports are submitted on time as proposed in contracts and/or by Executive Vice President.
- All budgets are on track with contract and agency standards.
- All reports for contracts, agency and community are submitted on time.
- All programs are following division quality assurance plan.
Other Responsibilities:
- Responsible for the overall performance of division and staff.
- Meets all Executive Board and Policy Council requirements.
- Develops and maintains organizational management structure which promotes best practices, facilities optimum delivery of services for the entire unit.
- Partners with the Executive Vice President to create and maintain an internal operations manual of the organizational structure and each programmatic function based upon: state licensing requirements, individual program/grant policies and procedures, and the agency’s internal policies and procedures. Maintenance of the operations manual will be done no less than once per year.
- Develops and evaluates divisional goals and performance in cooperation with the Executive Vice President by making recommendations and ensuring compliance with all implemented changes.
- Hire, train, supervise, and evaluate assigned program personnel.
- Guide, lead, develop and mentor all direct reporting staff to promote optimal performance through regular communication and evaluations; ensures that all staff within the unit receives the training necessary to provide the highest quality programming as possible.
- Conducts bi-yearly program reviews to ensure that programs, contracts and licenses within the unit, are in compliance with standards.
- Assures compliance with ADA requirements, state licensing, funding requirements, and BCFS policies/procedures.
- Oversee and remediate deficiencies associated with contracted services.
- Approves and submits all contract reports.
- Organize and participate in local and regional meetings with community entities in the region to address current and future issues affecting the program operations.
- Participates in service expansion planning, budget preparations and long and short-term planning for the program.
- Work effectively with the BCFS HHS Executive Vice President, state licensing representatives, and all funding source entities.
- Member of IMT. Attends all mandates trainings for IMT and reports for active duty when required.

Requirements:
- Experience with developing, measuring and obtaining contract outcomes for multiple Head Start contracts.
- Excellent writing skills including experience reviewing and approving program and contract reports, and formulating grant applications for submission.
- Excellent presentation and communication skills.
- Ability to build and enhance community partnerships
- Experience in professional development and training for staff.
- Excellent computer skills with experience assisting with the development, implementation, and maintenance of data collection.
- Experience with human resources policy requirements, including hiring and termination of personnel; knowledge of federal and state personnel standards.
- Experience with managing and processing improvement of programs, grants, and contracts.
- Possess excellent interpersonal skills, as well as, organizational and planning skills.
- Possess sensitivity to the service population’s cultural and socio-economic characteristics.
- Ability to organize, and prioritize duties and responsibilities efficiently.
- Ability to work independently.
- Possess a valid driver’s license, work eligibility status and have an excellent driving record.
- Must pass criminal and driving background check.
Minimum Qualifications: Master’s Degree in Education, Business or related field with five (7) years of experience working with Head Start (or comparable program) to include a minimum of five (5) years of management and supervisory experience and five (5) years of experience in providing financial oversight and management to multi-million dollar program / projects. -OR- Bachelor’s Degree in Education, Social Services or related field with ten (10) years of experience working with Head Start (or comparable program) to include a minimum of seven (7) years of management and supervisory experience and seven (7) years of experience in providing financial oversight and management to multi-million dollar program / projects.
Preferred Qualifications:Â Professional licensure is preferred. Experience with federal, state, county, grants and contracts and private foundation grants are also strongly preferred. Experience with Head Start strongly preferred.
