 Background
In 2005, California adopted an in-use regulation for mobile cargo handling equipment (CHE) that requires accelerated phase-out of older diesel equipment, and the use of the best available control technology (BACT) to reduce exposure to diesel particulate matter (PM) and nitrogen oxide (NOx) emissions. The requirements of the CHE regulation will be fully implemented by December 31, 2017.
In its March 2017 meeting, it was resolved that within 24 months staff return with CHE regulations to achieve up to 100% compliance with zero-emissions equipment by 2030. This regulation impacts up to 100 regulated companies at more than 30 ports or intermodal railyards throughout California.
Cargo handling equipment includes any self-propelled mobile equipment at a port or intermodal railyard in California, and major equipment types include yard trucks, rubber tired gantry (RTG) cranes, top picks, side handlers, forklifts, automated guide vehicles, and construction equipment used for handling bulk (non-container) goods.
Assignment:
Using the internet and other publicly available information, identify zero-emissions cargo handling equipment in at least two equipment type categories listed above. Using tables where necessary, report the manufacturers, models, energy source, and other operational characteristics that may be of interest to regulated facilities in California. Using these parameters, analyze the performance of zero-emissions equipment relative to conventional diesel equipment. Identify any operational considerations that regulated entities will need to assess when adopting these new technologies, and provide your recommendations as to how California should address these considerations during its forthcoming rulemaking.
