Chen and Hsiung are executives of BC Optronics, a corporation that manufactures LCD screens.  Over a five year period, Chen and Hsiung attended quarterly meetings with executives from several other companies that manufactured LCD screens.  At these meetings, the executives would agree on the production levels for each company and the prices the companies would charge companies such as Apple, Dell, Panasonic and other makers of computers and televisions,that purchased LCD screens. These actions resulted in artificially inflating the cost of products for consumers and violated federal criminal antitrust statutes.
            (a) Can Chen and Hsiung be held criminally liable for their actions? Explain.
