Australian Business Law question here!

Matt and Steven run competing travel agencies in Adelaide. At a recent industry function, they discussed how difficult it is to operate on the low margins that exist in the travel industry. Matt and Steven agree to stop offering free travel insurance to customers who spend more than $3,000 on flights and accommodation. Have Matt and Steven committed an offence under the Act?
