Todd Blakley may have been involved in some unsavory activities as an officer in a failed savings and loan institution.  A federal agency, the Office of Thrift Supervision (OTS), ordered Todd not to spend or waste any of his own assets while it was investigating him.  Later, Todd and his wife, Betty, got divorced and divided their property.  On February 18, the OTS filed papers in court asking for an order that Betty not spend any of her assets.  Betty received a copy of the papers on February 20, and the hearing took place on February 24, without Betty in attendance.  The court ordered Betty not to spend any assets except for essential living expenses.  Betty appealed, claiming that under court rules she was entitled to five days’ notice before the hearing took place and that weekend days are not counted.  She had had only two business days’ notice.  Assume that her counting of the days was correct (which it was).  Explain the difference between procedural law and substantive law.  Which type of law was Betty relying on?  Should her appeal be granted?  Why or why not?
