denial visa

Please help me answer this question.

The person answered No but actually the answer should be Yes, because the person was denial visa to the United States once. The person didn't understand the question well and put no but they meant yes. What kind of explanation can be given to convince the consulate at the embassy? From no to yes. Please help as soon as possible.
