impact of alcohol/drugs

I am in psychology 208 which is impact of alcohol/drugs. My question is 

Each U.S. generation seems to have a cocaine or stimulant abuse epidemic. Each time we seem to suffer from a  generational amnesia (forgetting the severe problems associated with widespread drug use). Why as a society can't we seem to learn from past mistakes? What happened in the 1980s causing an explosion in the use of cocaine and crack? What is causing the explosion in the use of heroin and otheropioidstoday?
