what is your opinion of tracking?

1. We saw in the documentary "waiting for superman" that some schools still engage in the process of “tracking”, what is your opinion of tracking? Should the process be expanded upon, or completely scraped? Why do you say this?

2. The narrator said that instead of the neighborhood being responsible for the poor school system, perhaps the schools are responsible for the neighborhoods. What do you think he meant? What is your opinion of this?
