What is the doctrinal and scared meaning of the Quran

What is the doctrinal and scared meaning of the Quran sura 3: 3-7 He sent down the Torah and the Gospel aforetime, as guidance to the people, and He send down the Salvation.  As for those who disbelieve in God's signs, for them awaits a terrible chastisement; God is All-mighty Vengeful. It is He who sent down upon thee the Book, wherein are verses clear that are the Essence of the Book, and others ambiguous. 

- is it the final prophet Muhammad who communicated this verbally to his follows and the successive caliphs following his death that would had transcribed or written down this or did Muhammad write down his messages he received from God.  I need to write a few paragraphs about this scared passage.
