This notion of non-criminal indirect responsibility can still be seen today. If you take Iran, for example, they have long been known as the largest state sponsor of terrorism, yet there leaders have never been held accountable for the actions of those that they sponsor.

Direct responsibility is, a way in which the States can be held accountable. If the Nicaraguan Contras/rebals were acting on behalf of the United States government then the US could have been held liable by the ICJ and convicted of International transborder crimes. The present day actions that reflect direct responsibility would be the case of Russian involvement in the Ukraine. Since it has been brought to light that Russian military forces have been fighting alongside Ukranian separatists, the Russian Government can and should be held accountable by the International Criminal Courts.

These are examples of direct and indirect responsibility of a host nation. Though I do not fully agree with the legality of the arguments, I do believe State sovereignty should be given the benefit of the doubt
