Posting that created the question above.

I can relate with you on the fact that Faisal Shahzad should be able to be charged under international and domestic statues, mainly because he used international resources to train him to carry out his mission; but, at the same time I can see where it could be almost a case of double jeopardy for the same crime. This is a clear fact, I think, where the definition needs to have move clarity. Since it seems like he held duel citizenship for the US and Pakistan, it is unclear to me why he could not have been charged in both facets. He did however receive life in prison for the charges under domestic law. The question remains though, what is the criteria for an individual to be charged in both cases? Take the 9/11 attacks for instance, 11 out of the 15 were Saudi Arabian citizens, if any had survived, would they have been tried under international and domestic laws, or would it just have fell under domestic because it happened on US soil?
