Physics - work function - photoelectric effect

 

Work function is surface phenomena, and the value of work function is intrinsic property of metal surface. What if all surface electrons are taken out? Will the value of work function of that metal change?

Also, if electron moves in the orbit in waveform, does their potential energy changes during their motion in valance orbit?
