biological terrorist attack

"Operation Vegetarian" was an allied military operation during World War II involving the anthrax bacillus. The British made cakes with anthrax spores and planned to drop them on the fields of Germany to wipe out the beef and dairy herds. This was planned for the summer of 1944 but was never carried out. How likely do you think that a biological terrorist attack could be successful in this country? Are we prepared to respond to a biological attack?
