Experiment using three plates A and C had the same concentration of agar while Plate B had a different concentration

We did an experiment using three plates A and C had the same concentration of agar while Plate B had a different concentration. Both A and B were kept at 25 degrees Celsius while Plate C was kept at 4 degrees Celsius.

 

My question is which two plates would you compare too see the effect of agar concentration on the dye diffusion rate and why.

 

I think it's A and C but not sure why and if that's correct.
