6. Sarah's parents feel she has significant delays in intellectual, language, and motor development for a 4-year-old. These problems have been evident from birth. Her mother experienced a long, unusually difficult labor, and Sarah endured severe heart rate dips; at times, her heart rate was undetectable. During delivery, Sarah suffered from birth asphyxiation and epileptic seizures. The attending physician described her as flaccid (soft and limp), with abnormal muscle reflexes. Sarah has not yet learned to walk, is not toilet trained, and has no means of communication with others in her environment. She lives at home. Her parents are frustrated and need help.
