Why does the government think it is a good idea to refine out whole food nutrients

I posed this question to a student - If you gave me a genuine $20 bill and I gave you a counterfeit $5 bill in return, would you feel enriched or ripped off? This is what happens in the process of "enriching" refined grains. Why does the government think it is a good idea to refine out whole food nutrients and try to replace some of those with synthetic ones?
