Being on brink of escalation, the Kurdish issue is approaching a very dangerous path. In September 2017, Kurdistan Iraq promulgated that it will be holding a referendum to redress the political compass of Kurdistan according to the statements of some official Kurds. Following the referendum, the Iraqi army took over Kirkuk, forcing Peshmerga to withdraw from Kirkuk and many conflicting areas between Baghdad and Erbil. The international community is calling on both sides to hold constructive talks and to prioritize fighting the Islamic State. Any escalation will definitely seem brutal for all sides and having insidious consequences on the stability of Iraq and its deteriorating upheavals. To contain the Kurdish issue, it is essential to maintain the existing fragile peace. The Peshmerga and the Iraqi army have to establish a hot-line to make sure that communications are well set between the two parties. The communication process can possibly be extended to mediated talks to set the tone for the next stage of either meeting the demands of Kurdistan by giving more autonomy to the government of Erbil and put the issue of potential referendum up to future negotiations. Certain reparations should be imposed on the province if chooses to seceded. Preventing the conflict from escalating should be a priority for the UN authorized mission. Such mission will be primarily carrying out its functions through the fourth generation of peacekeeping. The third generation is perfectly suitable for current conditions that need an urgent cosmopolitan nature of the mission. Unlike many conflicts, the Kurdish issue faces unprecedented opposition from various regional, with except to Israel, and international powers. Having such situation clearly requires the need for high capacity of conflict resolution and strong neutral operating peacekeeping mission. Thus, the fourth generation of peacekeeping missions will perfectly seem consistent with our case.
