In the history oF American an±-poverty programs, Moving to Opportunity (M²O)-a housing experiment conducted in the 1990s- stood out For its ambi±ous yet simple design. Under the experiment, more than 4,600 extremely poor Families were randomly assigned to receive housing vouchers in fve major American ci±es. Just like in clinical trials, M²O gave social scien±sts the opportunity to untangle the e³ect oF place on poverty, and to learn iF a beTer neighborhood could directly improve the lives oF the poor. In 2003, a mid-term evalua±on oF M²O revealed a controversial and surprising outcome. A´er being placed in neighborhoods with low poverty, teen girls appeared to beneft Far more From their new surroundings than teen boys. ²he rigorous empirical analysis oF the M²O experiment had iden±fed important di³erences by gender, but could not explain the social processes or experiences that led to those di³erences. A di³erent research methodology would need to examine what the quan±ta±ve data could not. a.
