a combination of the non-duplicate values

I missed a class discussion and cannot figure out these two homework questions. Can you please help guide me through and explain? The assignment uses Python.

 

l_one = [1,2,3,4,'cat','dragon']
l_two = [2,5,6,7,'Cat', 'dog']    
Given the above two lists:    
1. Create a l_three list that carries a combination of the non-duplicate values from l_one and l_two.    
2. Expected output of l_three is [1,2,3,4,5,6,7,'cat','dog','dragon']    
The values in list should be case-insensitive
menu =  {'Albondigas Soup': 'Classic Mexican soup made with meatballs (albondigas), green beans, onions, and chicken stock.  A      family favorite.',            
'Apricot Chicken': 'Quick and easy with skinless boneless chicken breast and fresh apricot.',            
'Asian Noodle Salad': 'Plenty of colorful veggies with an unforgettable seasame ginger dressing.',
'Baked Topped Scallops': 'Easy bake.  Topped with bread crumbs and covered in a white sauce of butter, white wine and butter.'}

Given the above menu dictionary, write a python program that does the following:    
1. Prompt user to input for the name of a dish (case-insensitve)    
2a. If the user did NOT give a valid dish name, prompt user to try again    
2b. If the user gave a valid dish name, prompt user whether or not to place the order    
3a. If the user decides NOT to order, return to Step 1    
3b. Otherwise, return as a string the name of the dish that the user has ordered Note: You have to use at least one of each of the following statements:    - input    - loop    - loop control    - conditional
