to identify through logs

A customer calls and identifies that two servers are not communicating between each other. This customer was able to identify the issue because heartbeats are sent every 5 minutes. Over the past three days the devices appear to be connect with each other however when they go to exchange files the connection timeout. The customer was able to identify through logs that no heartbeats were exchanged. 

From a network layer standpoint how would you tackle this issue? What network devices could be contributing to the communication issues?
