I think the fact terrorists have training manuals is disturbing in and of itself, however, the two parts of the manual that should be concerning to criminal justice professionals are the portions on forged documents and financial security precautions. These areas are of particular importance to the criminal justice professional because they are areas in which the terrorists have to expose themselves. If extra attention is paid in staying up to date on falsified travel documents, etc, then a would-be terrorist may be caught when they attempt to use those documents. Likewise, a terrorist has to use the banking systems in one form or another. Patterns and irregularities may also be used to expose them through their financial transactions.
