A police department that represents the demographic structure of the community it serves is likely to enhance the trust of people and mobilize community resources to control crime and maintain order. The representativeness is achieved through the policy of affirmative action that gives recruitment priority or reservation to the members of the underrepresented groups. The policy of affirmative action is criticized on two accounts. The policy ignores the merit and competence, and it supports reverse discrimination.
