Windows 7 and Windows server 2012

I have no idea how to make a printer available through IPP. So, I am wondering how to do that. I am currently working with Windows 7 and Windows server 2012.  The printers are currently on my server, but are shared with specific users in the network. Attached are the exact instructions that I was provided with.
