Do you think America's focus on fighting terrorism jeopardizes the progress of the community policing philosophy?

1)  Why does information sharing, between government agencies, seem like something they cannot or will not do, in spite of what's at stake?  
2)  Police and private security rarely, if ever, collaborate. Why do you think this is the case?
