How can we balance between the demands of public security and the civil rights of accused persons?

Should the police be able to intervene and bring individuals to the criminal courts before they have committed the crimes that they appear to be planning to do? How can we balance between the demands of public security and the civil rights of accused persons?

 

I have already answered the first part of this question... with yes, i believe that the police should be able to intervene... but i am really stumped on the second part of this question. Im confused with what they are asking.
