When the capacity to think clearly or the ability to communicate objections effectively are diminished, does that indicate a logical direction for schools to take? Consider the impacts each of the following has on an increase in risk of becoming a victim of sexual misconduct: alcohol, binge drinking, drug experimentation and abuse, sexual experimentation, sexting, internet pornography, unsupervised freedom of relationships and the intensity of the need to succeed academically.  In developing your policy, remember to consider the evidence which will support the effectiveness of your plan.
