in your opinion, to combat the threats posed to the homeland? Why or why not?

(this can be a couple paragraphs, only a discussion post, not a paper)

The Department of Homeland Security has many responsibilities involved in ensuring that governments at all levels (local, county, and state) are well informed concerning the threats to infrastructure and persons residing in the United States. Intelligence fusion centers were therefore established, along with large funding grants, to help major cities secure their infrastructure. Have information efforts and grants been adequate, in your opinion, to combat the threats posed to the homeland? Why or why not?
