1). Which principles should officers follow when they decide whether to stop and frisk someone? Is there a good protocol to keep in mind as a default, and if so, what is it? How might these answers change based on differing sets of circumstances?

 

2). When can race be an element of the decision to stop and frisk? Discuss several hypothetical situations that may fall in the “gray area” of the law.
