Please read the articles in the following links, which describe a scandal at the Baltimore City Jail that resulted in the indictments of more than a dozen corrections officials, most of them women.

  • http://www.cnn.com/2013/11/23/justice/maryland-corrections-officers-indicted/ (Links to an external site.)
  • http://www.slate.com/blogs/crime/2013/04/24/black_guerilla_family_how_a_gang_took_over_baltimore_s_jails.html (Links to an external site.)
  • http://articles.baltimoresun.com/2013-06-15/news/bs-md-female-officers-20130615_1_women-officers-black-guerrilla-family-jail-scandal (Links to an external site.)

In a one to two page analysis of this situation, please address the following:

  1. How did the subculture of corrections officials present in the jail system help create this situation? What role, if any, did it have in the proportions to which this scandal grew?
  2. Many corrections officials working in the jail feared losing their jobs if they did not go along with, or at least turn a blind eye to, the interactions between the Black Guerilla Family and the corrections officials. Do those who failed to report the illegal activities share blame with those who actively participated? On an ethical level, are they equally blameworthy? Why or why not?
  3. It has been suggested that the fact that most involved officers were women is an indication that women corrections officials should not supervise male inmates. Do you feel that this is a valid concern? Were the officials more easily compromised because they were women?
