Is capital punishment seen as a deterrent to murder or a(n) just/unjust penalty that is handed out as any other penalty upon conviction?

1.  Is capital punishment seen as a deterrent to murder or a(n) just/unjust penalty that is handed out as any other penalty upon conviction?

2.  Is it possible to develop an effective crime control policy to deter/eliminate criminal activity or is the nation destined to see an increase in crime regardless of policies and/or laws?

3.  How do the seductions of crime influence criminal behavior?

4.  Is crime displacement i.e. moving crime from locale to another locale, an effective means of crime control?

5.  Should our nation concentrate its efforts and funding on preventing crime, punishing crime, building more correctional facilities, or providing essential job training to those incarcerated?
