Therefore, if one violated the law, criminologists believed the state’s intervention was necessary in apprehending, prosecuting, and incarcerating them to protect society. However, beginning in the 1960s and early 1970s, the labeling theory, also referred to as the “societal reaction” emerged and greatly influenced criminal justice policy.
