Option 1: Two Ways to Reduce the Quantity of Smoking Demanded on p. 71

  • What do you think are the basic reasons for this public policy push on getting people to stop smoking: (1) the belief that all people should live as long and as healthy a life as possible?, or (2) to save money and costs to society and to the taxpayers? Why? Defend your answer(s) by the use and analysis of textbook materials and via a literature search, such as a comprehensive study by the Rand Corporation.
  • Do you think policies associated with interdiction (shifting the supply curve), education (shifting the demand curve), or the use of taxes (price movements along the demand curve) are best? Explain your answer using economic principles.

Option 2: Should There Be a Market in Organs? on. p. 148

This case, based on an actual situation described in the text, will require you to consider why our society makes it illegal for people to sell their organs. Many people die each year from the lack of an organ (from an inadequate supply of them), yet in the case of kidneys (as one example) there are people that have one that is not required but need money for a better life. There may be moral arguments that could be made as well, but your paper’s orientation is to be from the economic perspective as to what is best for society.

  • Do you think there should be a legal market for willing participants to sell their organs to patients with a ready demand that face an inadequate supply? Why? 
  • In your view, using economic principles, will there be more or fewer organ transplants in that scenario? Why? 
  • Will prices for these organs under such a system increase or decrease? Why? 

What do you think about the economic burden of such a law; will it be equitably shared among all income classes? Why or why not?
