From the e-Activity, analyze the requirements.  Provide your opinion on which requirements for filing a bid protest with the United States Court of Federal Claims are justified, which are not, and suggest one additional requirement that would be advisable.

Imagine that you have administrered a software contract.  The work is completed, but the business unit using the software finds a conflict regarding the source code for the program.  As a result, the government agency decides not to pay for the services.  As the contract administrator, determine the likely result if the contractor files an appeal, and suggest one (1) judicial remedy that might be available to the contractor in question.  Provide a rationale for your response.
