translate between languages

Since some words do not translate between languages there still could be some misunderstandings with the meanings of words. Also, speech tones such as sarcasm can be lost with someone who is not a native speaker. A statement could be considered very offensive if the tone of the sarcasm is not picked up in by the non-native speaker. Language also does not necessarily mean that people share the same speaking etiquette. A woman may approach a man to start a conversation, and even though they may both speak English, the man could be from a country where it is not allowed for a woman to approach a man and start a conversation and may be considered inappropriate and not respond back. There could also be physical differences when speaking such as gesturing, standing within some one's personal space and touching when speaking and even the loudness or tone of the voice. So are so many cultural communication barriers that could be evident because the language being spoken does not necessarily tell of one's culture. Do you think that is a true characterization? How?
