write up an Introduction that could begin this essay (something about how Terrorism has elevated the importance of immigration security in the U.S. and that we need better tactics for protecting the country). Right now we're missing the introduction and the Main Claim (or main purpose of the essay) so that needs work, then you'll also need to explain why this is still a problem (what needs improving specifically in our immigration security system). This is a decent "report" about what Immigration safety is, but we need to talk about the "issue/problem" with immigration safety (how hard is it to protect the country from people who want to enter the country- so I would consider some sub-arguments that share data about:

 

1. The number of immigrants who arrive every year legally

2. The number of immigrants who arrive every year illegally AND then explain HOW they get in- usually a couple of ways (overstaying their visas, or they come over the border- but find out the NUMBERS and explain that it's a lot to protect against).

3.Then I would consider the changes made to our immigration policies since 9/11 (specifically the formation of Homeland Security, which you mention, as well as the TSA).  

 

Organize all this around the Main Claim: After 9/11, Immigration Security in the U.S. has become more important than ever and we need better strategies for protecting the U.S. from foreign-born terrorists.

If you can write an Intro that includes this Main Claim, the rest of the essay will make a little more sense when you piece it all together.
