The purpose of the assignment is for you to write a 10-page paper (excluding references) in
which you describe a planning challenge faced by a given city and how the city government has
proposed to solve the issue.
You are required to research the issue in order to write the memo. You are expected to cite all
outside facts and non-original ideas. You can use any citation style, as long as you are consistent.
The memo should contain the following six sections:
1. Find a planning problem that has been identified by a municipal government. You can choose
any city you wish (in the US). Describe the background and context of the problem. What is the
problem identified by the city and what is the nature of the problem? For example, you might
discuss the housing affordability problem in the City of San Francisco. Here you should include
facts that demonstrate the nature of the problem being faced by the community. These facts will
be drawn from the research you do.
2. Identify what action or policies the city government has proposed to alleviate or solve the
problem (identified in section 1). For example, to make housing more affordable, the city
government may have proposed to relax zoning laws so that more housing can be built in the
city. Find out what other solutions have been identified and proposed, but not chosen by the
government to solve the problem. For example, other interest groups within a community might
have advanced alternative plans to solve the problem.
3. Identify which groups are in support of the proposed action. Namely, what alliances have
emerged to support the measure, such as trade unions, developers, and local business leaders?
What arguments are they advancing in support of the action? Namely, why do they think that the
particular action will solve the identified problem?
4. Identify which groups are in opposition to the proposed action. Namely, what alliances have
emerged to oppose the proposed measure? What arguments are they advancing in opposition to
the proposed government action? Why do they think the proposed solution will not work?
5. Provide your own analysis of the government’s proposed solution. Do you think the proposed
action will be effective? Justify your views.
6. Once you have finished your memo, write a short 100-250 word abstract to summarize your
memo. Include the abstract at the front on the memo.
