1.  I, SFC First Name S. Last, XXX-XX-XXXX, request a prerequisite
waiver for Active Federal Service.  My total active federal service as of
August 01, 2016 is 16 years.  My Basic Active Service Date (BASD) is August 02, 2000.

2.  I am requesting an Active Federal Service Waiver due to my 16 years of active service.  From October 01, 2007 to  August 22, 2010, I was assigned to the Installation Replacement Training Center (IRT) were I run a stand alone shop with little support from higher echelons. I was in charge of
processing all personnel actions, promotions, awards, Personnel Strength
Management, eMILPO transactions, and meal card officer.  While assigned to
the IRT I created and enforced a system of efficient processing of all
actions by utilizing my exception organization skills and ensuring strict
accountability. I was recognized by the Brigade Sergeant Major for my
contribution to the organization. It was during this assignment decided I
wanted to contribute the Warrant Office Human Resources Technician field.

3. I began building my initial Warrant Officer packet. On June 15, 2010, I
submitted my Warrant Officer packet. I was informed by the MILPER message I was not selected as a warrant officer candidate twice.

4.  On August 23, 2010, I was assigned to 385th Military Police Battalion,
were I served as the Senior Human Resources Sergeant. I was responsible for
processing and tracking all Soldier actions for over 800 personnel assigned
to the battalion. I was in charge of three NCOs and five Soldiers. I managed
operations in promotions, NCOERs, personnel actions, awards, finance,
ceremonies, postal operations, and supervised the operations of transactions
on eMILPO, IPERMS, TOPMIS and EDAS. From May 24, 2011 to May 23, 2012 I
deployed with 385th Military Police Battalion. I was selected over a MSG and
SFC (HR NCOIC) to deploy as the S-1 NCOIC.  I trained my sections during
pre-deployment mission rehearsal exercises which I received high recognition
from the 16th MP BDE CDR as the best he had seen.  In 2012 my S1 shop
received high recognition from BDE S1 as the top two of eight Battalions.

5.  In August of 2012, I was selected to attend the Equal Opportunity
Advisor Course, I was a member of the Acting Director' List by being in the
top 20% of the class. I exceed the course standards graduating number 11 out
of 111. Upon graduating this course I was stationed at Ft. Huachuca. From
September 13, 2013 to November 01, 2013, I was assigned to the United States
Army Center of Excellence, Fort Huachuca AZ, where I served as an
Installation Equal Opportunity Advisor over 6500 personnel. I advised the
Commanding General, leaders and service members on all aspects of the Army's
Equal Opportunity Program. I provided assistance and training to Military,
Family members, and DA.DOD Civilian in over 60 TDA/MTOE units.  I monitored
and articulated DoD and army policies concerning equal opportunity and
continuously assessed the installation climate through formal surveys and
interviews. I was recognized by the installation CG and CSM for my
contribution to the installation EOA program.

6.  I am currently the S1 OIC/NCOIC the 305th Military Intelligence
Battalion, an AIT Training Battalion Consisting of over 1500 Soldiers. My S1
Shop is working at a 65 percent fill rate. Even with this shortage I still I
ensure every action is processed in a timely manners. I have implemented
procedures to identify student accountability deficiencies which has
increased the accountability from 80% to 100%.  I was ranked in the top 5%
of my rater and number two of seven by my senior rater. I work hard and
never quit until the mission is accomplished.

7.  I am currently enrolled in college at Trident University International
to attain my Bachelor of Science in Human Resources Management. I have
obtained 80 out of the 120 credit hours required.  I currently have a 3.66
GPA.

8.  Based on my aforementioned educational, operational, and institutional
experience as a Human Resources SGT, I believe my additional years of
service only makes me more valuable and knowledgeable as a subject matter
expert and leader.  I have led all the way from the team to the
Installation level as an S1 NCOIC.  My experience has enabled me to integrate
tactical and operational knowledge, as well as conceptual understanding of
the Human Resources field, and has also enabled me to positively impact the
Human Resources field.  My best years of service to the Army and the nations
are still ahead of me.

9.  I strongly feel this waiver should be approved as I still have relevant
and valuable skills and experience to offer.  My career path as a Human
Resources Sergeant, despite exceeding the preferred 12 years, makes me a
more versatile, experienced, and competent intelligence professional and
leader.  This additional time and experience makes me an asset not only to
the NCO Corps but will also be beneficial to the Warrant Officer Cohort.
